In the case of the KCMO public school district, and the rest of the school districts in the State of MO, it's directly the fault of a federal judge.

BTW, both the St Louis and the KCMO public school districts have completely lost their state accreditation, after years and years of "provisional" accreditation. Things just got too bad for too long to keep up the facade of actually educating kids.
