I believe this whole recess appointment thing is a sham. Its original intent was to fill vacancies that occurred during the recess and recesses were long at that time, it morphed into something it wasn't intended for.

I believe this whole recess appointment thing is a sham. Sure. My point is that politeness was observed for a while, even during the recess, and then it was observed during the mini-sessions, and now that politeness is gone. Presidents bypass Congress (now, by making appointments during the mini-session), and Congress thwarts Presidents (by denying appointments during the real session on political grounds).

I believe you are correct. It is one of the rules that can, and should be modernized. It would not effect the legitimate workings of our government, however would put an end to much mischief IMO.
