By 1992 Perot had sold EDS to GM and had another company, Perot Systems (1988). My recollection is that he was off shoring to India while hearing those sucking sounds.

I believe the off shoring to India started in about 2003 or 2004, well after the debate with Gore, when Perot determined he couldn't compete with other companies that were also off shoring.

And although I get it about Perot not liking the Bushes, I still think he wanted to win in 1992.
