Nor should we want them to. We have a nascent dictator in the Oval Office now, attempting to circumvent the Congress. Imagine Obama with a weaker House and Senate. As it stands now they're having to gavel the House in session once every few days to stop the Senate from adjourning so as to prevent Der Schwarze Führer from going hog wild making recess appointments.
It's all campaign bluster, or as Daniel Patrick Moynihan once famously put it "Boob bait for the Bubbas".
Perry doesn't even believe that nonsense unless he's a fool.

No, we don't want the president to have the power to just arbitrarily be able to make congress part-time. BUT - there are things called mandates - when the people elect a person to represent them - and they, and the candidate make it clear what they are being elected to do - THEN - that elected leader can represent the PEOPLE, those who both send them there to do the job - AND - send them the tax dollars that pay their salaries.
Perry is to be credited for having the necessaries to bring this to the front. It's a great idea, one that will never be implemented by the insiders in DC. It's going to take an outsider to get this thing going.
