I tend to believe that it was a sting gone wrong that was used as a power grab.

Too many federal agencies screwing up and none knew what the others were doing and it all collapsed. Then came the cover up and the realization of an opportunity presented.>>

Surprisingly enough, there was talk in congress about disbanding the atf just before this went down.... coincidence??? I think not...
