Its McCain's and Levin bill. McCain has pushed back from changing language. Graham is backing current bill.

Rand Paul has been sounding alarms, trying to get language that protects citizens.

Since it passed 93-7 I would say that “they” would be the treasonus rat-bastards in the Senate.
