Would a sitting senator post a fake video?

Yes.

I remember, back in the 90’s, one senator was giving a standup speech and giving the Republicans hell. It looked very convincing, until Newt refocused the cameras at another angle and showed this Democratic senator speaking to a completely empty senate.

But I don’t think this particular video is fake.

Maybe you are confusing the Special Orders speeches that caused Tip O’Neal went to the House and refocused the camera to show that no one was there but the speaker. Sort of like it is most of the time.

Actually (and ironically), Newt was the one who frequently spoke to an empty House before he was Speaker of the House. It was Tip O'Neil who got the CSPAN cameras to turn to show that the chamber was empty at the time. Despite his power as Speaker, Newt did not have the ability to control the cameras in the Senate chamber.
