I guess choking someone, in an attempted robbery, is considered appropriate touching.

The authorities are coming into this as accomplices after the fact. Witness intimidation regarding a felonious act (yoking someone else for the purpose of theft probably qualifies) is a crime all by itself.
I have no problem sending school officials to prison for requiring students to submit to crime.
