This blog post misrepresented as a peer-reviewed journal paper (which hasn't even been proofread for typos) is almost entirely nonsense.

Their website. The guy running it is named Dr. Randell L. Mills.
He really is an MD and also has a BA in Chemistry and he's been pushing this for well over a decade. He even has a grand unified theory. He's got millions invested, even power companies that supposedly are buying systems from him but he can't seem to get it to work.
