College students 19 or over are not allowed on their parent's health care plans if they work at a job where they are eligible for any kind of health care benefits. Many part time jobs offer expensive, but limited options for their employees, and this disqualifies working dependents. Also, over the counter medications that were once allowed to be reimbursed through health care savings accounts now require a prescription for reimbursement.
