Indianapolis is like that ~ you can get variances for anything. Way back years ago my father in law wanted to find a certain address where serious parts for some very serious Department of Defense satellites were manufactured.

It was a guy's garage not far from my folk's home.

It's called Work at Home. There are other cities like that where they foster small precision businesses.

Here it's called "Cottage Industry" The facility is limited to a certain square footage, but that's about it. Of course, you still have to meet all the necessary business regulations (safety, waste disposal, etc.,etc.)
