H3 on the moon is cleaner and a hell of a lot closer.....

Terrestrial nickel and producible hydrogen are almost infinitely cheaper when compared to either of the endeavors listed above.

I don't think has been proven to be a sure thing you can actually find and process/separate meaningful quantities of he3 from the lunar regolith. As for Titan, that sounds like you would need a space elevator to make the earthing of millions of tons of hydrocarbons fuels even remotely doable. Not to mention findinf, retrieving and transporting them.
