No, I believe he was using Iwo as an example of the Japanese fanatical soldiers not surrendering and was not advocating nuking Iwo.
The author or Dr. Sowell mistakenly substituted Hiroshima for Iwo when he was making that point.

and did not realize that the footnote was yours. Thanks. It
