You should have looked more. Minor made no attempt to define the limits of NBC. In fact, it said they didn’t need to, since no one doubted the woman in the case qualified.
WKA had the issue argued before them, and wrote in great detail about what NBC meant. In fact, it made up half of the decision.

Patterns have always intrigued me, among the officer corps, in all branches, the warriors tend to vote Republican. The perfumed princes tend to vote Democrat. Might that be because the further left someone is the louder they state that they should simply be handed the rewards of sustained effort sans any effort on their part.
