Option one;
Chip the terrorists before releasing them. Put chip readers at sensitive spots along the border. Problem solved.

Option two;
Tell the terrorists that you have implanted an ounce of C4 in their spine with a radio trigger. The transmitter/detonator is along the border fence. Problem solved.

Option three;
Implant an ounce of C4 in the terrorist's spine with a radio trigger but don't tell him/her. Problem solved.
