Being a life-long Texan with a past in Oklahoma and California, I can tell you Perry's plan will send shockwaves of job growth across the landscape. I've watched these towns that were nothing turn into economic machines when exploration and drilling gets underway -- NUMEROUS times.
I'd encourage any of us to Google the current North Dakota economy and read about job creation as it relates to energy exploration. And just because one region may experience drilling and another may not, the jobs created take on tentacles to other areas where infrastructure and supply/manufacturing is readily available.
