Seriously, how hard is it to get a couple of volunteers to watch a building? Give them a dozen donuts and soft drinks on ice, and let one nap on a cot while the other is on watch.
A give them a bounty for every creep they catch and hogtie.
Incidents like this strongly indicate to which orgs we should donate generously. The more the vitriol incurred, the better job they are doing.

Lively is misguided as to the appropriate way for a society to deal with incidents of sodomy.
Homosexual behavior is indeed the result of a warped sexuality. In not all cases can this be attributed to a disorder, since in early- to mid-adolescence people have a tendency to do some very strange things.
However, an adult who is stuck in this mindset as a dominant desire clearly has something wrong with him. Sometimes there is a biological component; sometimes it is related to his upbringing; sometimes he has made the choice to keep feeding a perversity until it takes him over.
As with many other mental disorders, sometimes it can be successfully treated; sometimes not. The responsible ones among those for whom it is not treatable accept that they have a problem and make an effort not to let it spill into their daily lives. The irresponsible but right-thinking ones at least keep it in the bedroom.
The worrisome ones are the narcissists, who insist that society celebrate their destructive behavior, the histrionics, who get so clingy as to begin stalking out those who are trying to stay away from all the perversion, and the sociopaths/psychopaths, who stop at nothing to get attention and glory for their misdeeds. There should be a capital punishment provision on the books, but it should be non-enforced in all but the most dramatic of cases (or for pederasty), or for example in the event that a particular dark “gay bar” quarter gets out of control and becomes very visible.
This was the way things were done before the 19th century, and I think it did a pretty good job of keeping the problem “at bay.” We will probably never weed out the perversion from humanity, but we can and should work to thin the population of dramatic personality disorders that cause people to spin their personal hangups out of control and to externalize them.
