First, Perry didn’t write the law. This was added in 2005, in the revision, and I don’t know the reasoning behind the Legislature’s adding it in. It does appear that the only way to apply - and the right way, as far as I’m concerned - is for an adult to go back to Mexico and begin there.
This is one of the deep parts of that metaphorical hole. The State can’t change these laws, or even deport people. We deal with the conditions the Feds have made, pushing it down the road for a 21 or 22 year old to deal with, not a 17 or 18 year old.
