Rick Perry supported the modest Texas Dream Act, whose name has unfortunately been libeled by the Democrats' national Dream Act that is akin to the Texas law on meth and steroids, and the Democratic Party's version offers amnesty too. The Texas Dream Act simply offers children of illegal immigrants, who have completed at least three years of Texas high school before graduation, entrance to any Texas state school at in-state tuition rates. The law demands the beneficiary apply for full citizenship to the U.S.
In contrast, the federal Dream Act, which has yet to pass, provides scholarships and taxpayer direct subsidies and amnesty for all illegal aliens wishing to attend college in America.

How does one who is here illegally apply for full citizenship? How many of those here illegally, who have received in state tuition, have applied for and/or received citizenship?

We understand the Texas law. It has been explained over and over to us.
We simply disagree with Rick on this. It's not a lack of understanding, it's a philosophical disagreement.
And U.S. law doesn't allow illegals living here to become citizens so that provision requiring them to "work towards citizenship" is absurd.
One cannot. The statement "The law demands the beneficiary apply for full citizenship to the U.S." is false. The law demands the applicant SAY (in writing) that he or she WILL apply, if/when it becomes possible to do so.

good catch. The law states that:
“In addition, if the student was not a U.S. Citizen or Permanent Resident, he/she had to file an affidavit with his/her institution, indicating an intent to apply for Permanent Resident status as soon as able to do so.”
So the state does the best they can do, by making the student promise to make it legal. Obviously a state cannot directly affect federal law and make the student a citizen.

See post #13 which is after the one you replied to. I had a response from someone on another thread, and when I got your ping, I actually thought your ping was just a post you had written in that other thread. I explained that in post 13 here. I am very sorry for the confusion.
Actually what we’re talking about is a set of exceptions to the non-resident tuition rate. It includes students from counties that border Texas in New Mexico, Oklahoma, Arkansas and Louisiana. It includes active military and veterans and their dependents, as well as the survivors of those who give their lives for our country if they move to Texas.
The best way to think of the exception for young men and women who are brought here as children is that the Feds have let all of us down by refusing to block illegal aliens at the border and by refusing to deport them after they get here. That some kids are able to succeed, graduate and qualify for college after 3 years of living as illegal aliens in our State is commendable - for the children and their parents.
In the end, it’s like the Mosaic law concerning someone who digs a hole and doesn’t cover it up - that person is responsible for damages caused by the hole. In our case, the Feds did the digging, but we have to live with the consequences of the gaping hole. We try daily to cover it up, and this is one of the ways we do that.
Rare is an anti Romney post. They claim to be waiting for Palin, but I smell Romneyrats. This act had only 4 votes against it in a very conservative House and Senate, so someone thought it was a good idea. I don't, but I will sure vote for Perry over Romney.

You should pinch hit for Perry in the debates. You do a better job of defending his positions than he does.
Well-put. The government is not deporting Mexican children anytime soon; those kids are here to stay, and that's the reality we have to deal with. Attempts to integrate them into American society are a good thing.
