Actually, I and others assumed all along that it would reduce costs eventually. That is, by destroying the healthcare industry as we know it and replacing it with Soviet-style rationing.
In the short-term, yes, no intelligent non-loon seriously thought it would reduce costs. How could it? A whole half of the plan was to cover more people. How do you cover more people and make it cost less? By controlling supply, hence rationing. Also by “spreading the wealth around,” which of course involves raising costs. But only on those Fat Cats that nobody likes anyway.
