On the surface at least, what a crazy hot headed twit of an occifer. If he keeps on, sooner or later a situation will escalate that didn’t have to, and people possibly including himself will end up wounded or dead in a needless tragedy.
Who's to say he hasn't already? He has a long record of complaints against him, and he's been investigated 16 times in the last 10-11 years. Perhaps police officers shouldn't investigate themselves.

Can’t say for sure, but I believe this guy is a typical LEO suffering from “Roid Rage”. Steroid use is rampant in most Law Enforcement Agencies. It’s something that nobody wants to talk about, but it’s a fact.
I believe “Roid Rage” may have also been one of the factors that led to the Fullerton PD killing the homeless man.
