As far as I can tell, he was basically saying that we can start treating Mexico the way we treat Canada as soon as Mexico is basically indistinguishable (economically) from Canada.

sure because Mexico has the same type of political system, laws and honors the same type of rights that the USA and Canada does. And the only difference is those poor Mexicans are not as rich as us and if only we can make them wealthier things will be great.
