It would be proper, if Obama was doing his job properly, for his executive branch to serve a company with notice that it was breaking a law. Lawyers would then argue whether or not they actually WERE breaking a law. Judges and juries would decide, then fines would be paid if need be, and full accounting of those fines would most likely occur.
Obama short circuits the whole process. He becomes his own judge and jury, and fines the company an effective instant million dollars in losses. If the company DOES pay this administration a actual fine to ‘make it all go away’ you can bet “
