I found her whole statement very cryptic and open to interpretation-—the Right points to it as further proof
that Obama’s “secure” constituencies are getting restless and have become profoundly disappointed with him and his promises. From Obama’s side, he himself is trying to assure these constituencies that the only reason progress hasn’t been made is because of some mythical Republican resistance.
This is absurd because the Democrats have had everything their way from day one, and have found other ways of redistributing wealth all over the place. What Obama can’t do is provide them with meaningful opportunities or jobs, because that’s not his style: he doesn’t know anything about how to do that. There might be a slowly-dawning awareness among these “folks” (hey, Obama always calls us “folks”) that what they really need is order, security, and jobs, NOW and not in some Utopian Future.
To some degree Maxine Waters is responding to heat from her own constituents: they ain’t doin’ nearly as well as they figured they might, and have started to do the math and put together the pieces, which include the observable fact that Obama is not NOW or NEVER HAS BEEN present physically in their communities. Maybe Obama thinks he hasn’t needed to show up because his eternal spirit lives there.I’m kind of doubtful that “unleash us” suggests they’re ready to riot.There might be a handful who are ready for that, but not enough people in any community have an appetite
for it.I’m equally doubtful that Waters herself or her constituents are ready to totally divorce themselves from
committment to Obama and his Agenda. I think they;re predictably very conflicted right now, and no one quite knows what to do, what to think, or who to blame. Everything in Waters’ statement leads me to that conclusion.
NO ONE could legitimately believe that it’s OTHER PEOPLE and NOT OBAMA who’s responsible ultimately for their
disappointment and “lack of progress”. They’re not going to riot or be “unleashed” against Obama, even though their worsening condition or perception of it is ALL HIS DOING, wherever it’s not their own.

IMHO the riots in London are symptomatic of an underclass society without hope.
