More years ago than I care to think about I read an interesting article about the recycling industry. There were “junk dealers “ and recyclers who made a living on the edge. Government got interested and subsidized people to get into the business. The people who really understand sere marginalized and had trouble competing against the subsidized folks and many went bust. When the government subsidies ended the subsidized folks went belly up since they really couldn't compete and stay alive. The subsidized folks never really wanted to complete in the first place, they just wanted the easy government money. Well here we are again, of course they never taught that at “Harvard”..

That sounds a lot like what happens with foreign aid.The indigenous people have developed ways of dealing with things; the experts step in and strap on some enlightenment, then everything goes bust.
