I'm sure pResident OBummer wanted Lakin gone or shut up in the best way that avoided the issue of his office usurpation.

So why didn’t they just discharge Lakin?

It sounds like they had a discharge in the works for a while, and the guy was on leave pending separation. Here is a good article on typical punishments:

As for announcing that you are a birther while in the process of being separated - from my experience, most commanders would just want you to go away. It wouldn’t be worth their time or effort to bring you back in and then bring charges.

LTC Lakin missed a movement to a combat zone, and was an officer intending to stay in the military, so his case was much different.
