To be a little fair to the police...they are not set up to handle hundred+ person roving mobs.
Generally, police are in place to keep honest people honest and purue individual criminals. If it comes to larger scale public problems - that’s what the National Guard is for. In truth - there is not really a countermeasure available for the likes of flash mobs and situations like what happened at the fair. This is a new threat.
