Did you read the rest of the article? Yes, it would be voted on, but the senate could not filibuster and the speaker could not stop the issue from coming up for a vote. It would make it far easier for gun control measures to be passed.

It would make it far easier for gun control measures to be passed congress can vote hoe they please on virtually anything but that doesn't mean that it becomes law. If their vote mandates something that is unconstitutional, the courts (equal power) would very soon rule against them.
