Alvin T. Onaka is still on the job as Hawaii state Registrar. Somebody should get the answer directly from the “horse’s mouth” about txe and the smiley face. It’s his authentification stamp. And while they are at it, they should submit any evidence of tampering or forgery to a law enforcement agency for further investigation.
