There is an author, Charles Murray, in his book
In Our Hands, has proposed getting rid of all and every government welfare payment to the people, all entitlements, and instead, replace those with a 5-10k stipend per year, per person. On the surface, it sounds crazy, but he was able to show how it might be better than what we have now, and it was interesting to listen to anyways.

Hell, I’d go for that... as long as they could make the “getting rid of all and every government welfare payment to the people, all entitlements” part stick. It would probably be a lot cheaper than the current welfare system.
Got a better idea, though. IMPLEMENT THE FAIR TAX. It has a “prebate” that fill the purpose.

There is a Spongebob Squarepants cartoon where SB makes so much money selling Pretty Patties that he decides to give away his profits. There is a scene with SB handing out money to a queue of fish. After he gets his money, one fish says, "I'm getting back in line."
