I am confused. If we have a debt limit in place now, I would think we are unable to exceed that limit and that all fiscal obligations are included within. So, when the ceiling is raised are we agreeing to incur additional spending, or is the new upper limit just to pay interest and fees for the old debt??
I feel I am being hoodwinked!
