I watched the video again. He wasn't motionless on the ground when the cops were kicking and using nightsticks, he was still moving around. As soon as he stopped moving, they stopped kicking and hitting him and got shackles to put on him.

Once again, we don't know if he kicked at the cops while they were cuffing him. I've dealt with drunken morons before, and they are very unpredictable and dangerous.
