Alcohol makes people less able to feel cold (whilst simultaneously lowering body temperature). Leaving him out there naked in the snow would itself have been dangerous to him. Tasers do not strictly speaking work on the pain compliance level. They work by over-riding the central nervous system and preventing conscious nerve impulses from carrying out commands ordered by the brain (i.e. 'punch that cop'). Batons can also introduce crippling concussive forces that are not entirely about pain compliance. I don't know to what extent that what the police officers did was justified or not, because I do not fully understand the context, but you need to understand certain things about the physiology of the human body, especially when it is under the influence of chemicals, including adrenaline, in order to understand why what you think should work might not necessarily work effectively and safely on a pumped-up, drug-fueled or drunken nutcase...

I am aware of how the body can react/perform when under alcohol, drugs and even PCP. I have seen a person grab a toilet and rip it off the floor and grab a person and throw them across the room and also bang their own head on a wall repeatedly for no apparent reason. A drunk on the other hand is a a little easier to control. It still goes back to the proper procedure which is start with one level of force and escalate it as necessary, one does not start by shooting someone when their is no threat to them and no threat of escape. A little patience and talking would probably resolved the situation with a better outcome.
