There isn’t a place in Manhattan (though if you include the boroughs you’re probably accurate), where I can’t speak English and have someone speak it back to me, really.
Even the immigrants are surprisingly clear when you speak to them and they speak back to you, in English despite what language they may speak to each other (not that that is okay really). The guys at Food Works that make my food everyday, for example. Or the Mexican guys at the “Italian” deli.
Lol. In California, they actually think it is part of their country, at least no one is claiming NYC as theirs... yet..

They may speak it to you if spoken to, but on the streets I hear very little English...and she lives on the upper East Side, and has for 20 years.
