A hard rain is gonna fall, and the guys in blue, for the most part, are the enemy. When the SHTF and that hard rain falls, the local cops will be doing what the rest of us will be doing....staying home to protect their families or bugging out for safe haven.
They aren't going to armor up, arm up and go out risking their lives in order to harrass citizens or hunt zombies.
At the local level, the chain of command will disolve rather rapidly.

New Orleans after Katrina was the perfect example of this.

When the SHTF and that hard rain falls, the local cops will be doing what the rest of us will be doing....staying home to protect their families or bugging out for safe haven. Look at the number of AWOL cops in New Orleans during Katrina. About 300 decided to bag it.
Like you said, if it's SHTF time, a large percentage, if not most, will be thinking of themselves and their families first. Many cops are just unionized public employees with badges and guns.
