I have no idea about open legal carry up to that point.
But - did any of these eight states in the survey come from the pool? Were they randomly chosen?
How did they verify the veracity of the participants, or otherwise account for it?
Does the questionnaire ask whether carrying a gun is legally done (whether concealed or otherwise)?
