And Jesus came and said to them, “All authority in heaven and on earth has been given to me. Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, teaching them to observe all that I have commanded you. And behold, I am with you always, to the end of the age.”

No, it's not puzzling at all, if one actually reads the Bible and lays aside the non-Biblical doctrine of the "Trinity". It's funny that John 1:18 was left out:

No man hath seen God at any time; the only begotten Son, which is in the bosom of the Father, he hath declared him.

Yet many of the prophets clearly saw God. So who did they see? Had to be the person of the Godhead who became Jesus. Jesus came to declare (exegesato) or reveal his Father.

Also is the word used for God in Hebrew in Genesis 1, Elohim—it's a plural word. If humans are to be God's children, then the implication there is that "God" is actually a family (Psalm 82:6; reiterated by Jesus in John 10:34).

So yes, Jesus can be given authority by his Father. Notice also that Satan himself had authority over the Earth (given by God originally), and Jesus is to take that away from him finally when he comes again . . .
