Different governors have different styles. As all states require the governor’s assent to put a measure passed by the legislature into law (unless the legislature overrides), the governor can involve himself or herself, and can pull and lobby for certain measures. Maybe this isn’t seen in Palin’s email because she preferred to do it in person.

The author seems to assume that a Governor should be involved in the minutia of the legislative process. I agree — in person meetings would be a better way to influence decisions. In addition, there are literally tons of substantive reports, budget documents, analyses, and planning documents produced by a government every year. Email just isn't adequate for these uses.
