For the last two years former Pennsylvania Gov. Ed Rendell worked tirelessly to impose a new tax on natural gas extraction in the Marcellus Shale. While Rendell left office empty-handed, lawmakers in Harrisburg are back with a new proposal to tax one of the most promising sectors of the Keystone State economy. The game plan this year: just don’t call it a tax. SB 1100, introduced last week by Sen. Joe Scarnati – who was the Senate field marshal for Rendell’s push for a severance tax last year, would impose $10,000 per wellhead “impact fee” on drilling operations in the Marcellus Shale. Call it what you like, SB 1100 is a tax by any objective assessment. A large portion of the money derived from this new levy would go to localities where no drilling is occurring. This legislation also creates a slush fund for pet projects that have nothing to do with the impact of drilling in the Marcellus Shale...

This is another go nowhere bill in PA. The Rats have even less votes for this then they had before. I am filing this with the Bill to reinstate the Helmet Laws. I guess this is what these dopes do when they are out of power. Just make unpopular laws for the fun of it.

Go ahead, PA Dems, and charge the “impact fee”. The same company pumping those wells just signed a three year lease for my place here in Texas. If it gets prohibitive to operate in PA, they’ll just move more to Texas; the supply will decrease so the price will increase and I’ll make more money on royalties. Sounds like a win / win for me!

Let's we patriots fund an "impact payment" for every politician that gets his f*****' teeth knocked out for being an enemy of the Commonwealth.

My In-Law left Pennsylvania when their property taxes got so high they couldn't afford the state anymore. They are happly in a more energy efficient home, with less property taxes etc. in the state of Indiana.

They miss their friends, but not the state.
