He didn't have to go look for anything. All he had to do was ask his secretary to have someone from HDOH bring over a certified copy of the page. That should have taken all of 15 mins. for a clerk to copy it, stamp it, and walk directly across the street to the governor's office.
If the clerk got mixed up and crossed the street on the other side of the HDOH he'd have ended up at Queen's Hospital. What a hoot. Out one door of the HDOH and you're standing in front of the "other" hospital or out the another door and you're crossing Beretania St. right up a few blocks from the usuper's childhood home (which just so happens is next door to the second hospital). Yet, people can't seem to find anything within a timely manner.
