Could be - to avoid jail time - “See, I didn’t mean it”. If he didn’t want to do it he shouldn’t have done it.

Hmmm. I would surmise that the "TXE" stamp if more of a legalistic cover-your-ass move. It's not a legal "forgery" if he didn't forge the seal. And no real seal says "TXE." Therefore it is not a forgery and no one in the Hawaiian government has to do anything about prosecuting anyone for forging an official document.

The White House PDF is just a novelty "gag" document and not a serious forgery since the seal wasn't forged... the novelty document was stamped with a novelty seal.... legally it's just like that Dudley Do-Right birth certificate that showed up a couple years ago.
