Everyone is overlooking the fact (obvious, methinks) that the original was photographed onto microfiche, then that was scanned with one of the early document automation systems, then of late retrieved, reassembled, and dumped to PDF file.
Storage was at a serious premium back then, so radical steps were taken to minimize file size, including automated breakdown of the file into oddly-arranged components of varying bit depth.
The more I look into this the more glaringly obvious it’s real. Everything people are screaming “proof of forgery!” about is in fact proof of mundane low-tech processing from original to birther. I bring these up, and people just scream “you’re wrong! I’m an expert! you’re wrong!” without any explanation or evidence.

I think this is the first time I have seen anyone mention that it was converted to microfiche, it is certainly more obvious from the “negative” look of the Nordyke twins certificates that they went through the microfiche process.
The curvature on the left obviously dates from that time. The original paper forms were probably bound as a book and later scanned to create the microfilm copies (and these possibly later were digitized). After that it has gone through at least one digital conversion before Hawaii printed it. Then the White House scans the printout to create the digital image for the web.
So we are at least three conversion steps away from the original paper form.
