You missed my point. If he already had a legitimate SSN from his young-teen job at Baskin-Robbins, then why would he EVER have needed an illegitimate one later on. The most plausible explanation I’ve heard—though I’m not aware of any direct positive evidence in support of it—is that if he’d applied to Oxy as a foreign student, he might have needed a new fake SSN to return to apparent U.S. citizenship status.
