I doubt that oil money will get into the hands of the poor of those countries. He likely wants to prop up communistic tyrants. It seems it is they that he relates to and wants to be like. He may liken himself to a the leader of many corrupt despots that he believes he will ultimately be head over.

I remember the weather men group that was infiltrated by the FBI. At that time they wanted the USA to be broken up and ruled over by the Cubans, Chinese, Russians etc. These are the groups they envisioned ruling over the USA. That is likely the same type of mentality that continues with Obama and his like.
