The date is when it was accepted, not necessarily filed. It has been suggested that perhaps they stacked all the BC’s and filed them (assigned number and filed) on Friday. So forms from the 8th and 11th would have been stamped and filed on the same day. If that is the case, is it unreasonable to think that they could have been processed out of order?
If we could get a definitive answer for how the documents were processed, we might be able to determine if the numbering is really an issue, or simply a clerical sorting error. Even if we could, whats to say that process was always followed and was foolproof? There was a potential of near 350 births per week in Hawaii. His was out of order by 2.
I’m sure there was a general rule to number the forms in order of birth, but no system is perfect. And come on, we are talking about a government office here. I would bet that you could take all the births of any given week in HI around that time period and you would find numerous anomalies with regards to the number and birth order.
Why have you been so intent on defending 0bama’s BC?
