The seal is there, it is just really hard to see. Somebody posted an pic showing it in the 1200+ post thread started early today. Look very close at the bottom line, box 23, near the left side. There is something there, hard to say what, but looks sorta like the state seal if you close one eye and put your hand over the other.
The use of African? I don’t know, but it seems irrelevant.
The out of sequence number? Again, probably just sloppiness by the clerks back then.
Sure wish they had posted the raw scan instead of that stupid .pdf but this is all we will get folks. Let it go.
Do you find it at all bothersome that no hospital by the name given existed in 1961? The named hospital, according to its own web site, came into being in 1978 by the merger of two prior institutions, each of which had quite different names. How do you explain that?
The word “African” instead of “Negro” was the common term in 1961. Dead give away its a fake.

PLEASE TAKE A LOOK AT THIS.
1) In Adobe right click over the document and left click Marquee Zoom
2) Now scroll up and down the document (with wheel on your mouse). Look at what you were looking at.
You can clearly see it in the name Barack (how the R sticks out), and then scroll down the document and you can clearly see the white out with the type over.
