I find it interesting that the signatures are on a different layer than the text.

The initial link says they think someone took the negative and made it readable for us by putting it on green background. But how would the scanner separate the signature from the other text? And why are some sigs on different layers?

The security paper should be a separate bitmap image that the text is layered over. When you move the text the security paper should not be damaged with white left-over type.

Both of the August date stamps are separate objects also.

Download free inkscape and ungroup the objects for yourself.
