Immediate issues with this—he’s still not eligible as his father was not a US citizen at any time. Father’s race is also African—that is not a race. It’s like referring to anybody born in on any of the Americas, North, Middle, or South as Americans. Does not give any real information.

Has there been some adjudication on this? Everything I've ever read on the subject says that all that is required is for a person to be born on U.S. soil, period. Thus the "anchor baby" issue.
Time to give it a rest, at least until and unless something new shows up. His father does NOT need to be an American citizen, as long as he is born in America under American law (i.e., not illegally present, not in the jurisdiction of an embassy, etc.). Unless Obama renounced his citizenship, if he’s born here, he’s a citizen.
That tells me that the word African was added to clarify that he was not an American.
