In fact Obama and Lugar were really detained in Perm in 2005. It was a hot news in Russia back when. This exact article is a bit misleading.
In fact it was their plane and aircrew arrested by KGB border guards at the first place because senators used USAF plane sheduled as a civilian flight to get there. Perm is not in Siberia but in a Western Urals region full of military installations. It is few hundred miles from the place of Power’s U-2 shotdown. A no-no for USAF to fly there. Initially Obama and Lugar were allowed to continue their visit and when detained getting back to airport by another law enforcement agency which was investigating a CEO of a company they were visiting. A company was a contractor on scrapping derelict nukes under US non-proliferation program. Agents had an intel on a CEO providing kickback to a couple of American businessmen participating in a scrapping program and passing them a secret documents important to a Russian national security.
There was a few misconduct between a police and KGB. Later police learnt Obama and Lugar aren’t businessmen but senators who had an immunity, stripped them of documents they got from a nuke company and released them. KGB has stripped USAF plane of some ILINT equipment too, released aircrew and had let them all go.
It is not if Obama was interrogated. He spent no more than a few hours behind a bar before the Sec of State called Lavrov to fix it.

I wonder why there was almost nothing about that in American and other Western media in 2005. Anyway you still can find it via google or yahoo.
