In the 2½ years since the U.S. Supreme Court ended the Districts handgun ban, hundreds of residents in Washingtons safest, most well-to-do neighborhoods have armed themselves, registering far more guns than people in poorer, crime-plagued areas of the city, according to D.C. police data.
That statement needs a lot more data/information and context to understand its true meaning.
There's a very good possibility (probability, imho) that the residents of those poor, crime-ridden neighborhoods ALREADY had guns* and don't feel the need to register them. While the residents of NW, who are affluent and law-abiding, DIDN'T have guns (against the law, dont'cha know?) and are now availing themselves of the opportunity to lawfully arm themselves.
(*my recollection of the news footage from the various DC gun amnesty buy-backs over the years is of very long lines of residents from places like Anacostia waiting to trade in firearms for cold, hard CA$H. Anyone who thinks that they were turning in something other than just their oldest/cheapest pieces is kidding themselves.)

But a FReeper from NYC could no longer afford the yearly costs for his regular; 'keep it at home gun permit' (not a CCW).

This is the Euro model. What people don’t understand is, you can do anything yo want in Europe, if you can afford it. Problem is, only the elites can afford anything and typically the elites are old money.
